No-knock warrants allow police to enter homes without announcing themselves and have been a staple of the failed war on drugs, turning communities of color into warzones. Too many innocent people, like Breonna Taylor, have tragically lost their lives in these raids. SB 320 would effectively ban no-knock warrants in Indiana by requiring law enforcement officers serving a search or arrest warrant at a person's home to knock and announce before forcibly executing the warrant, and establish other requirements for the issuance and execution of a warrant. The bill also creates the Warrant Review Board to independently investigate and review the issuance and execution of warrants.
