Summary: We oppose various definitions throughout this bill as they limit students’ free speech rights in school. For example, we oppose the definition of “disruptive” behavior included in this bill because it singles out particular expressive activities — such as boycotts and sit-ins—as per se disruptive. We oppose attempts to ban entire categories of specific expressive activities, divorced from any context.
