2026 Legislative Report & Scorecard

An ACLU breakdown of the 2026 Indiana legislative session, including how lawmakers voted on key bills affecting Hoosiers’ rights.

The 2026 Indiana legislative session was one of the most fast-paced and high-stakes sessions in recent memory. Lawmakers convened early in December 2025 and pushed major legislation forward on a compressed timeline shaped by a mid-decade redistricting fight and political pressure from Washington. The result was less time for public debate, fewer opportunities for accountability, and sweeping consequences for Hoosiers’ rights.

Throughout the session, the ACLU of Indiana tracked bills, engaged lawmakers, and mobilized advocates across the state to respond. The legislation we followed spanned voting rights, free speech, digital privacy, LGBTQ+ rights, reproductive freedom, immigration enforcement, and criminalization of poverty and homelessness.

Below, you’ll find our breakdown of the 2026 session: the key bills that passed, the dangerous proposals that failed, how lawmakers voted on several major measures, and what all of it means for the future of civil liberties in Indiana.
