The Indiana Legislature has consistently introduced bills to criminalize behavior and expand sentences that previously would not lead to incarceration. The result is that more people are spending more of their lives in prison than at any point in U.S. history.

HB 1053 would have decriminalized the manufacturing, sale, and possession of fentanyl test strips, moving Indiana in the right direction and reducing the number of Hoosiers behind bars. We support legislation that decriminalizes lower-level offenses such as this.
